The historical location of Frank's Barber Shop and Beauty Salon in the "Promenade 23" shopping center at the intersection of 23rd and Jackson in Seattle's Central District - it has recently been redeveloped by the Paul Allen Company "Vulcan". The large site, previously occupied by many small african-american owned businesses was purchased for $30.9 million.
